Short Description: This project (KWEP) restores, enhances, and protects watershed health to aid recovery of native salmonid stocks in the Klickitat subbasin. Implemented by the Yakama Nation Fisheries Program and funded by BPA, KWEP addresses FWP goals and objectives.
Information Transfer: Activities will be described in annual reports and quarterly PISCES reporting. RPA reporting will be completed annually at the direction of BPA. Project-specific data and information will be maintained on file (electronic and/or hardcopy as appropriate) and will be available upon request. Publications will be prepared for conference presentation and/or journal publication as time allows. Physical habitat data (streamflow, sediment, temperature, and habitat) will be stored in relational databases for rapid reporting and availability. KWEP staff are working with Klickitat Data Management staff to make physical habitat data summaries available over the internet.

BPA 198812035 Klickitat Mgmt, Data, Habitat KWEP provides watershed and habitat information to assist with management decisions, particularly identification of projects and geographic priorities. KWEP staff work closely with the Klickitat Data Manager to develop and maintain relational databases that house and report temperature, sediment, and habitat data. As the primary entity acquiring, developing, and managing spatial data in the Klickitat Subbasin, KWEP coordinates with Klickitat Management staff to make the data available to other YKFP staff. Klickitat Management provides data management and computer network support as well as supervision and higher-level direction to KWEP. It also provides administrative support in the form of office expenses (utilities, etc.) and legal review of KWEP-related contracts and subcontracts.
BPA 199506335 Klickitat Fishery YKFP M & E KWEP provides the M&E project with assistance in collecting, managing, and analyzing physical habitat data. Additionally, KWEP provides assistance with the installation of mechanical systems such as the pulley systems associated with screw traps. The M&E project provides KWEP with monitoring data and information for identifying, prioritizing, and developing restoration, enhancement, and protection projects. The M&E project is also responsible for effectiveness monitoring of KWEP projects.
Other: PCSRF 2003-4-13 White Creek Road Rehabilitation - Phase I YNFP-administered PCSRF grant that provided $13,210 in non-BPA funds for drainage improvements on approximately 8.5 miles of priority road segments in the White Creek watershed. KWEP provided $2728 for coordination and construction oversight.

Recommendation: Fundable
NPCC Comments: The response was comprehensive and helpful, answering ISRP concerns. At issue was the listing of results, for which there was apparently insufficient space allowed on the application, according to the proponent. Overall, the response provided adequate example and detail regarding the manner in which survey data is being used to prioritize and design habitat actions based upon knowledge of fish limiting factors. In the response, the project sponsors also noted that they stand ready to provide additional necessary information and to discuss its justification and pertinence with the ISRP. This project, important to the Klickitat subbasin plan, should provide these results in subsequent proposals and annual reports.

NPCC Comments: The ISRP requests that certain issues be addressed before a final funding recommendation is made:

The overall goal of the Klickitat Watershed Enhancement Project (KWEP) is to restore watershed health and stream habitat to aid recovery of native salmonid stocks in the Klickitat Subbasin. A response is needed to describe how the program will bolster and protect fish resources, i.e., how the goal will be met. This response thus needs to include a summary of results tied to fish.

There has been a large amount of time and money spent on assessing the watershed (10 years). This is a long-standing effort with some $2.55 million invested since 2000, and over $3 million in non-BPA matching funds for active and upcoming projects; the cost-share is impressive. A large sum is requested once again. Other projects include the YKFP Klickitat Management, Data and Habitat (Project 198812035) and the Monitoring and Evaluation Project (M&E, 199506325). After this time, and considering the costs and several reviews over these years, by now there should be clear documentation of the assessments of fish habitat, prescriptions listed by priority, and much of the rehabilitation work completed or underway. In addition, a well-planned monitoring and evaluation plan should be available and presented in this proposal. If these are available, they need to be clearly summarized.

Most of the work over past few years appears to have largely focused on planning, design, and data organization and reorganization. The latest annual report available electronically (2002-03) is similar in format to this proposal - itemized lists but no cohesive narrative putting results in terms of realized or potential benefits for fish and wildlife. It is good that the process used to prioritize reaches and tributaries that will receive initial restoration and protection was based on EDT and the subbasin plan. However, the proposal lacks any narrative explaining how the program will bolster and protect fish resources. No fish data is presented that indicates a fish response to past efforts.
