Comment:

This proposal is to acquire land adjacent to the Entiat River and protect it from development. The area includes 3 miles of some of the most important spawning and rearing habitat for salmonids in the Entiat Basin, including chinook, steelhead and bull trout. Landowners have agreed to sell at the prices specified in the proposal. The proposal is well presented, with strong scientific context and excellent coordination. There is a high probability that it will produce significant measurable benefits. However, they should have provided data on stock status and instream water rights. The value to fish is implicit in broad statements on the importance of the reach.

As described in our cover letter, several of these proposals have associated monitoring to determine the status of these properties before actions are implemented. This monitoring does not fall in the Tier 3 category but is extremely worthwhile and NMFS recommends that it be fully funded: 23055 - Acquire habitat on Entiat River. No actions planned (just acquisition). This area appears to be high quality now, with little improvement possible. Note, however, that if this acquisition includes water rights and restoration of in-stream flows, it should become a high priority project for Tier 3 evaluation.
