The proposal is to continue to provide facilitation to the Regional Forum and all its teams. As with last year's proposal, the proposal does not establish why such extensive facilitation services are needed, nor does it provide any evaluation of success from past facilitations. The ISRP has made similar review comments for the past three years.Comment:

The project sponsor provided an updated estimate of hours that will be required for facilitation for the Implementation Team, System Configuration Team, Technical Management Team, Water Quality Team, Water Quality Planning Group, and Regional Executives.Comment:
Fundable (qualified). Disagree with CBFWA's Core Program ranking. The proposal is to continue to provide facilitation to the Regional Forum and all its teams. As with last year's proposal, the proposal does not establish why such extensive facilitation services are needed, nor does it provide any evaluation of success from past facilitations. The ISRP has made similar review comments for the past three years.The ISRP did not ask for a response in its preliminary report and, because of the primarily administrative nature of the project, stated an ISRP recommendation was not applicable despite the concerns expressed in the paragraph above. After further discussion the ISRP emphasizes that this proposal continues to be presented without justification or evaluation. The Council should carefully evaluate the performance of this program and investigate the budget to determine whether this activity should not belong under the CBFWA budget. If funded, the sponsor should develop a monitoring and evaluation program during the project selection process. The proposal purports to be building human capital in negotiation skills and meeting skills: how well are they doing?

The Regional Forum (See RPA's 2-5) develops an Annual Water Management Plan, System Configuration Plan, and Water Quality Plan. It makes real time recommendations on hydrosystem operations relative to the needs of listed species. Facilitation of the Forum is not required by the Biop but contributes timely decisions and ensures opportunity for input by all participants.
