Information transfer | Results are provided to co-managers at Grande Ronde Techinical Oversite Team meetings on a monthly basis. Weekly updates for the catch of Chinook salmon, steelhead, and bull trout at the weir are distributed to co-managers from May 1 to October 1. Weekly reports allow co-managers to discuss current weir management policies and adjust the policies if needed. Analysis of data by brood year, origin, and performance factors are provided in annual reports. The Department takes seriously the need to make primary data and meta data available within the region (ISRP 2005). This project will result in the collection of extremely valuable data given society’s monetary investment and the important management questions to be answered. Hence, the volume and complexity of information gathered through the monitoring and evaluation activities will need to be compiled and organized in a systematic manner. It will involve archiving monitoring data, integrating data from different co-manager M&E activities, and making the data accessible in local and regional databases. For these reasons it is imperative that data management receive careful attention. In addition to annual reports posted to the BPA website, we will utilize project specific and region-wide databases that have been developed to centralize data associated with widely used data collection activities and standardized performance measures. The Nez Perce Tribe website (www.nezperce.org/~dfrm/research) will house a standardized database for primary data, description of meta-data, and summary/annual reports related to this project. Appropriate components of program data and results will be provided to the following websites: Pacific States Marine Fisheries Commission (PSMFC), including: PIT Tag Information System (PTAGIS), and the Regional Mark Information System (RMIS); StreamNet, CSMEP, and Northwest Environmental Data Network (NED; when functional). The Tribe currently is coordinating with the Columbia River InterTribal Fish Commission to seek additional Streamnet funds which would be dedicated for the Nez Perce Tribe to make project data more readily available. |

Collect and Archive Genetic Samples | Genetic tissue is collected as a result of opercle punches applied in Objective 2 for WE 157. The Lostine River M&E is responsible for archiving samples, sharing samples with NOAA fisheries for pedigree analysis study (BPA project number 1989-0960-00), and contracting further genetic diversity analysis with CRITFC. The CRITFC analysis is attempting to answer three questions by amplifying microsatellite loci and genotyping: 1) Are there significant temporal (year-to-year) genetic variation in Lostine Chinook population? 2) Are there significant genetic differences between early and late run Chinook (i.e. June/July versus August/September) in the Lostine River? And 3) are there significant genetic differences between hatchery and natural Chinook in the Lostine River? | Grande Ronde | RM&E Priority 2; it’s necessary to determine if supplementation results in viable offspring with the same reproductive success as natural fish. Collect and Spawn Adult Broodstock | Protocols for operation of the Lostine River trapping facility follow basic adult trapping and handling procedures consistent with IHOT guidelines (1995) and the LSRCP Annual Operating Plan. Adult Chinook are either released above the Lostine weir to spawn naturally, outplanted to adjacent Wallowa River underutilized habitat, or retention of broodstock to hatchery facilities. During August and September during low flow conditions fish are transported by this project around a dewatered section of the Lostine River and released in habitat with adequate water. Adults selected for broodstock are transferred to a transportation vehicle and transported to Lookingglass Hatchery. Adults for natural spawning will be released upstream of the weir following recovery from anesthetic. Only a portion of adults of natural or conventional hatchery origin from across the run will be retained for broodstock. All captive broodstock origin adults will be released to spawn naturally. The level of take or number of adults necessary to implement the conventional production component is based on a sliding scale developed by the co-managers (BIA 1998) and permitted by NMFS ESA Section 10 permit. Adult collection, transportation, and holding details are worked out annually by co-managers through the Annual Operation Plan process. Work Elements under this strategy are WE 61, WE 70, WE 66, WE 99, WE 141, WE 32, and WE 165. Coordination work elements that make these efforts successful are WE 118, WE 174, and WE 119. Currently long term holding and spawning of all collected Lostine River adults occurs at Lookingglass Fish Hatchery. This project provides fish culturist for sorting, spawning, and fertilizing gametes produced from conventional Lostine River broodstock. Following construction of the Lostine Hatchery (NEOH), adult through resultant juvenile production will occur in the Lostine River drainage. Determine Life History Performance Measures | This objective determines if differences exist between natural and hatchery Chinook salmon life histories. It is necessary to compare life histories of natural and hatchery Chinook salmon because of the critical uncertainties surrounding supplementation. The following life history performance measures listed in the draft NEOH M&E plan (Hesse et al. 2004) for natural and hatchery chinook salmon will be compared: age class structure, age at return, age at emigration, size at return, size at emigration, condition of juvenile at emigration, adult spawner sex ratio, adult run timing, spawn timing, and juvenile emigration timing. | Grande Ronde | Grande Ronde Subbasin Priority 3 for RM&E is to implement M&E plans of the subbasin. Determine Spawner Distribution | If hatchery fish are to help fill vacant habitat for natural production, spawning should be dispersed throughout available habitat. Reaches where fish choose to spawn may be related to time of arrival, temperature, substrate size, etc. with later maturing fish tending to spawn further downstream. Determine Total Escapement | The objective is to determine total escapement of natural and hatchery Chinook salmon to the Lostine River. Determine Water Temperature of Spawning Habitat | This objective determines if water temperatures in the upper spawning section of the Lostine River between rkm 40 and 43 significantly differ from the spawning index area between rkm 18 to 23, and lower spawning section between rkm 0 to rkm 4. Water temperatures between rkm 18 and 23 are currently being collected by the Grande Ronde Model Watershed program. Document Steelhead & Bull Trout Status | The objective is to determine if the weir impacts steelhead or bull trout populations. Collect/Generate/Validate Field and Lab Data | Collect Data for Monitoring and Evaluating Adult Chinook Salmon | The protocols for handling captured Lostine River Chinook salmon is specified in the AOP agreed to with the co-managers. In additon to the AOP requirements, ESA permitting requires NPT to monitor the movement of Chinook salmon past the weir. NPT monitors the movement of Chinook salmon past the weir by conducting bank surveys twice a week. Surveyers walk approximately 400 yrds upstream and downstream of the Lostine River weir and make visual observations of Chinook salmon and record observations in a notebook. Adult data is collected at the weir from the first week of May to October 1 for the weekly report. NPCC comments: This project conducts supplementation of Lostine River spring Chinook salmon toward avoiding extinction of this much-reduced stock and, in the longer term, achieving its recovery. It is one of several projects that compose the Grande Ronde Endemic Spring Chinook Supplementation Program (GRESCSP). This project operates a smolt acclimation facility and an adult trapping station on the Lostine River tributary of the Grand Ronde River. Adults are spawned at the station; the fertilized eggs are then transferred to hatcheries elsewhere for raising until the young are brought back to the Lostine smolt acclimation site. The project monitors and evaluates the results in terms of population abundance and life history performance. There will be side benefits to other species such as steelhead via monitoring at weirs. The proposal makes a strong case for continuation and funding as part of the GRESCSP. The authors are to be complimented on a clear, well-organized presentation that is thorough in most details. Much of this proposal could serve as an example for other projects in the future. Project history and summary results to date are well-presented. The proposal gives well-warranted recognition that long-term prospects for the population depend on the remediation of habitat problems by related projects in the watershed. This is one proposal that states its project’s biological objects truly as biological objectives. Biological objectives are described with well-articulated and designed hypotheses to permit robust adaptive management. It would be logical to add an objective of terminating the project when M&E determines either that it is not working or that the target population recovers. A response is needed that describes such a decision tree. See comments on the main ODFW and NPT M&E project. The proposal adequately reports results to date, but future proposals for this project need to show more results in terms of return rates. There is no evidence so far that benefit from supplementation is occurring.

They reiterated the nature of the hypotheses and biological metrics. The Fundable (Qualified) recommendation is for two reasons: (1) Scientific justification for the project depends on the funding of the M&E proposal 200713200. (2) In its initial review, the ISRP requested a decision tree, which would describe a path of adaptive management. For each of the project’s eight management objectives, the sponsors responded with a list of hypotheses or criteria, which they term “management assumptions.” They regard the resultant outline a “decision framework” for guiding the decision process of NEOH adaptive management. The array is based on the NEOH M&E Conceptual Plan (Hesse and Harbeck 2000). In addition to this framework of assumptions, a decision tree would require statements of reasonably foreseeable alternative adjustments of management (scenarios, including project termination) that would depend on whether the assumptions are borne out.
