Comment:

Fundable if the response adequately addresses the ISRP's concerns. The proposed (new) project would review alternative methods for abatement of shoreline erosion in Lake Pend Oreille and the Pend Oreille River upstream of Albeni Falls Dam, which has occurred as a result of changes in natural lake level fluctuations associated with the operation of the dam. The project would extend work previously performed by Findlay Engineering (2000) to develop site-specific remedies. The panel was struck that the project would primarily deal with after-the-fact "fixes", and would not consider the real cause of the problem, management of lake levels due to hydropower operation. Apparently this would be taken as a constraint, an approach the panel does not feel is necessary. The project would be more valuable if it also considered changes in reservoir operating policy necessary to get at the heart of the problem. Nonetheless, although the proposal is quite short, it does identify the need for the project, and the nature of the work to be undertaken. Details of the methods that would be used to accomplish the outlined tasks are largely lacking though. Furthermore, the panel feels strongly that the project must include a qualified biologist on the contractor's staff. Funding for this project should be provisional on this qualification being met, and a more detailed methods section being provided.

Comment:

Do not fund. The response did not adequately address the ISRP's concerns. The panel noted in review that the project would deal with after-the-fact "fixes", and would not consider the real cause of shoreline erosion problems, which is management of lake levels due to hydropower operation. The project sponsor was asked to respond with a work plan that would evaluate, in addition to remedies mentioned in the original proposal, possible changes to lake levels. Relative effects on erosion of shoreline management actions (to be evaluated per original proposal) and lake level management could then be evaluated. The project sponsor failed to respond to this request. ISRP further requested that details of methods to be evaluated be included in the proposal. The project sponsor's response was to indicate a list of qualifications that they would seek in contractor selection. The project sponsors response to comments and requests for information is inadequate, and ISRP accordingly now recommends that the proposal not be funded.

- Do not fund. We agree that on a technical basis this project should not be funded. In addition, because this project deals with the Albeni Falls mitigation project, we agree with the CBFWA recommendation that the project should be reviewed and funded under the Albeni Falls Wildlife Mitigation Project 199206100.

-We are concerned about the proposal statement that this project would look at existing parcels purchased under the Albeni Falls Wildlife Mitigation Project. The proposal states, "The proposed study would compliment current AFWWG wildlife mitigation activities where existing wetlands are acquired, restored, and enhanced, by protecting existing public land from further erosion, and restoring lost land area". We should not fund an additional project to look at erosion issues on these parcels. The Albeni Falls Wildlife Mitigation Project should deal with those issues under it's own O&M phases.
