Comment:

A response is needed. This is a clearly written proposal that target specific restoration activities and shows good familiarity with Slate Creek. Excellent collaboration between the Nez Perce Tribe and the Nez Perce National Forest that administers 93% of the watershed is evident. An Ecosystem Analysis at the Watershed Scale has recently been completed by the NPNF and was provided to reviewers.

While most proposed activities appear consistent with the EWAS, objective 5, to restore the "missing" meander of Gold Lake Creek was not identified as a significant problem in the subbasin summary and reviewers did not notice discussion of it in the EWAS. Please clarify and provide detail of expected benefits from this relatively costly proposed action.

Monitoring and evaluation, especially of fish populations, was inadequately described in the proposal. Please provide additional M & E detail. Also, the review group suggests that future terrestrial monitoring efforts be made compatible with one of the national terrestrial survey efforts. Perhaps an intensification of the National Resources Inventory survey sites and data collection protocols would serve the region well. Comment:

Fundable - medium priority. This is a clearly written proposal that targets specific restoration activities, primarily to reduce sedimentation, and shows good familiarity with Slate Creek. Benefits should accrue to chinook, steelhead, and bull trout. Excellent collaboration between the Nez Perce Tribe and the Nez Perce National Forest that administers 93% of the watershed is evident. The ISRP compliments the proponents for a nicely planned project.

An Ecosystem Analysis at the Watershed Scale has recently been completed by the Nez Perce National Forest and was provided to reviewers. The project response clarified the need to complete one of the restoration activities.

To assist in establishing a sound basinwide monitoring program, the proponents are referred to the programmatic section of this report on Monitoring, the specific comments on Aquatic Monitoring and Evaluation, and the specific comments on Terrestrial Monitoring and Evaluation.

Statement of Potential Biological Benefit to ESU
Potential increase in survival through restored ecological processes. Project intends to restore and protect the Slate Creek Watershed for the benefit of both resident and anadromous fish through riparian revegetation, culvert replacement, road stabilization and channel reconstruction. However, lack of specificity and overall condition of the drainage makes accurate evaluation of benefit difficult.

Comments
Slate Creek is an important tributary of the Lower Salmon River, but most of the Slate Creek drainage is limited by impassable barriers and cascades, so the likely beneficiaries of this project will be resident fish. Project intends to address riparian function through fencing but does not specifically propose easement or other long-term or permanent protection and therefore does not address Action 153.
