Project would attempt to prove/disprove hypothesis that smolt survival cannot be increased by drawdown of Snake River hydroelectric projects to spillway crest.

Management implications
Results of study could affect volumes and timing of flows needed during the spring/summer migration; this in turn could affect amount and timing of availability of power from the hydrosystem; drawdowns, depending on the extent, can affect other uses of the dams and reservoirs, e.g., irrigation, recreation, use of juvenile collection facilities, etc. . In addition, the results of this study should clearly either support or counter the use of spillway crest drawdown to improve salmon survival, thereby directing the use of available funds to those measures that are truly improving the survival of listed stocks.
Specific measureable objectives
Determine: [1] fish guidance efficiency of shallowly submerged traveling screens operating under low hydrostatic head, [2] how to remove large numbers of smolts from gatewells, [3] effects of altered bypass conditions on smolt condition, [4] effects of altered dam operating conditions on adult passage and fallback, [5] effects on predation, and [6] interactive ecology in pools and river downstream from projects.

Risks associated with some tests are extremely high. Most cannot be addressed without a test drawdown during periods when smolts and/adults are actively migrating, thus placing large numbers of salmon at risk if problems are encountered.
